State Government Receives National Attention for Financial Reporting

CHARLESTON, W.Va. – Acting Cabinet Secretary Mary Jane Pickens of the Department of Administration and Cabinet Secretary Robert S. Kiss of the Department of Revenue jointly announced today that the Government Finance Officers Association of the United States and Canada (GFOA) has recognized several agencies within state government for excellence in financial reporting.

The Certificate of Achievement for Excellence in Financial Reporting was awarded to the Consolidated Public Retirement Board (CPRB), the Board of Risk and Insurance Management (BRIM), the Finance Division of the Department of Administration and the Lottery Commission, based on these agencies’ comprehensive annual financial reports (CAFR) for the fiscal year ending June 30, 2015. In making this prestigious national award, GFOA recognizes conformance with the highest standard for preparation of state and local government financial reports. According to GFOA, the Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

This is the 21st year of receiving this honor for BRIM and the Finance Division; the 19th year for the Lottery Commission; and the fourth year for CPRB. The CAFR is judged by an impartial panel to meet the high standards of the program, including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users to read the CAFR.

Additionally, the State Budget Office of the Department of Revenue received the Distinguished Budget Presentation Award for the Governor’s Executive Budget Documents for the fiscal year ending June 30, 2017. This marks the 21st year the State Budget Office has received this recognition, which is the highest form of recognition in governmental budgeting. To receive this award, the State had to satisfy nationally recognized guidelines for effective budget presentation, including a policy document, a financial plan, an operations guide and a communication device. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.
